On June 23, 2023 the VPN application updated.
Cisco AnyConnect Secure Mobility Client which used to look like this:
now looks like this (more or less depending on your operating system):
It is now called Cisco Secure Client.
The update is triggered automatically when the old version of the application is connected to a UCLA VPN address.
The window buffers upon clicking connect.
A separate window opens and shows an download status (see image below)
After the installation finishes, the window closes and the VPN should connect via the new application.
You can check by locating the new application in your application folder to update your pinned application for future use.
On macOS: finder > Applications 
On Windows: Click on the windows icon in the toolbar and begin to type "cisco" in search bar. The new application with this icon should appear.
